The indoor base is shipped empty in order to reduce the cost of shipping to you, however, they are very easy to fill and commonly filled with sand.

This floor stand will accept a flagpole diameter up to 1 1/4" thick.  This floor stand also comes with removable sleeve inserts to accommodate smaller flagpoles.
